In further reference to the letter from the Department of January the 1st last, the Committee have pleasure in recommend- ing Miss E.K.Kelsey to the Secretary of State as a suitable candidate for appointment in the Government Civil Hospital, Hong Kong, in succession to Miss E.S.Etherington.

The terms and conditions of the appointment, a copy of which was enclosed in the letter from the Department, have been fully explained to Miss Kelsey, who has expressed her willingness to comply with these.

I beg herewith to enclose her application form and papers, and to say that she would be prepared to leave England a month after hearing from the Department that she has been appointed.
